Mass Immigration Threat Intensifies in Lame Duck Congress — Help Us Stop It

Some Legislators in a Lame Duck Congress feel less motivated to Act in the Public’s Interest and more responsive to Special Interests such as the Cheap Labor/Open Borders Lobby. Thus, the Threat of an Open Borders Lobby Success is arguably greater than last year.

Recall last year, as year-end approached CCN took the lead in successfully  opposing the Cheap Labor Lobby’s Jobs Giveaway bills:

Consider that the Bills we opposed a year ago are still a Threat, indeed, a Greater Threat because of the Lame Duck.

“Every year, 800,000 Americans graduate from College but S.386 (Harris D-CA) would give these jobs to 300,000 Indian contract workers per year, plus other H1Bs which would be admitted under S.386! Worse many Senators pushing this Bill are Selling out American Workers by following the Lead of Senator Mike Lee (R-Utah) who has received Donations from the following Big “Cheap” Labor Lobby companies:

“So Ask Senator Lee what his priorities are — Jobs for Citizens of Utah and the USA or for the Cheap Labor Lobby Mega-Companies who have donated lavishly to him. 

“Fortunately, a CCN Activist facilitated stopping Senator Lee’s attempt to have S.386 approved on “Unanimous Consent” by emphasizing to Senator Perdue (R-Georgia), S.386’s disastrous consequences for Americans which Perdue initially recognized then rescinded his opposition thus caving to the Cheap Labor Lobby. The House version of S.386 passed weeks ago.

But as we approached Christmas, 2019, CCN Activists’ earlier success was Betrayed by a Midnight Deal, but fortunately, Our Activism derailed the Open Borders Midnight Deal Again! Consider our December, 2019 report:

CCN’s  successful leadership a few weeks ago in

1. facilitating the stopping of “Unanimous Consent” for S.386 “ ‘Fairness’ to Skilled Workers” (AKA UNFairness to American Workers) Bill by Senator Kamala Harris (D-CA) and Senator Mike Lee (R-UT) which would inter alia have allowed admission of 300,000 Indian workers annually plus their families and
2. facilitating stopping the Midnight Merger of Senator Dick Durbin’s (D-IL) Open Borders RELIEF Act with Harris/Lee’s S.386! (see CCN’s recent Alert)

was betrayed by Senators Lee (R  UT) and Durbin (D IL) late last week when they announced, while public attention was on "Impeachment",   they had agreed to merge their two Horrific Bills

Among other provisions of this Merged Monster Bill:

·         temporary Visa holders can get  permanent Residence Visas, and

·         can be employed without any safeguards protecting American workers from being displaced by these visa holders

·         no limits on the number of visa workers as there were under the H1b program, generating a Magnet effect for huge numbers of immigrants, including more Illegals

·         that is the Merged Monster creates a de facto Amnesty for Illegals

·         insufficient safeguards against hiring those with criminal records — see CCN's earlier Alerts for more Details on these horrible Bills

In sum, three Amnesty/Immigration Increase Bills are now headed to the Senate!!  Help stop them by contacting your Senators, Media and Influencers

S.386 (aka UNFairness to American Workers Bill – Big Tech & Cheap Labor Lobby) and (Open Borders Relief Act) were linked in a midnight deal to betray Americans’ trust.

The Farm Workforce Modernization Act (H.R. 5038 which favors Illegal Alien Workers over Americans) is headed for the Senate.

HR 6 a Multi-Million Person Alien Amnesty, not only of the DACAs but also of the Millions given Temporary Protected Status.

But, given the Reality of the Lame Duck Congress, the Threat is even Greater this year. And that is why it is even more important for we reductionists to push an all-categories-included Zero-NET Moratorium on Legal Immigration.

Pushing for increments (e.g., Modest Reductions in the Total appx. 1.6 Million Legal Immigrant Flow) as some Management groups do, is counterproductive because, alone it fails to delegitimize and counter the whole enterprise of Mass Legal and Illegal Immigration. Only pushing for a Zero-NET Moratorium (which would still allow admissions of about 150,000 per year) does that!

In sum, only CCN and its ASAP! Coalition Allies have The Strategy for Success.

Indeed, the large numbers of “Slots” Available to Legal Immigrants (e.g., the de facto Unlimited Asylee Category) creates a Magnet effect for Illegal Aliens.
Indeed, the Uncapped Asylee category encourages Trafficking of Children, because it allows any adult bringing a child into the U.S. to become a de facto permanent resident.

2.  Regarding Costs, consider this summary of CCN’s NET COSTS Study:

U.S. Taxpayers Costs from legal immigration alone - $330 BILLION PER YEAR NET (i.e., after subtracting Taxes Immigrants pay) , i.e.:

The number of immigrants admitted annually consistent with Zero-Net Immigration would be approximately 150,000, in contrast to the current number of approximately 1.6 million annually.

CCN’s MORATORIUM Advocacy maximizes pressure for substantial reduction in Legal Immigration, quite unlike plans advocated by other National Immigration “Reform” Groups, i.e., Groups which refuse to push a Moratorium and therefore are de facto Mass Immigration MANAGEMENT Groups; not genuine reduction groups. If enacted, their positions are counterproductive because they would ensure unending MASS Immigration.

3)  NUMBERS: In the background, world population increases by about 80 million per year, and pressure to come to U.S.A. will only increase. Since 2005, an average of 1.5 Million Legal Immigrants settled in the U.S.A. annually. Recently, 1.6-1.7 Million have settled here annually. The US Census reports that  400,000 legal immigrants per year settle in California alone.

4)  ENVIRONMENTAL CONSEQUENCES

i. FARMLAND & NATURAL HABITAT LOSS

ii. “For Every Person added to U.S. (or California) Population, one Acre of precious Farmland or Natural Habitat is lost to Developed Uses (e.g., Malls, Urban Sprawl, Tract Housing) (Pimentel et al, Cornell)

iii. California: Potable water demands from growing cities and from ground water depletion far in excess of recharge rates) have led to a long-term Potable Water Crisis resulting in some jurisdictions (e.g., all of Orange County) being forced to drink “Toilet to Tap Water” in recent years. One year of heavy rains has not solved this problem

iv. Our Zero-Net Moratorium push sends the Critical message that we must Stop MASS Legal Immigration in order to protect our environment.

As well, Legal and Illegal Immigration is a Major cause of Increased Homelessness and Crowding (and higher Taxes everywhere in the USA) especially in those Areas which receive large numbers of Immigrants — New York City, Chicago, Seattle, Portland, and San Francisco, Silicon Valley and Los Angeles.

Consider California, which receives about 400,000 Legal Immigrants per Year. California has many attractions, generous Taxpayer-funded benefits among them.

But in addition to the aforementioned Costs, there are other very substantial Impacts. Those 400,000 Legal Immigrants plus the hundreds of thousands of Illegal Immigrants create a great and increasing demand for Housing. And since many of the Legal Immigrants especially are well-heeled and heavily subsidized by us taxpayers, they have the Financial ability to “crowd out” the most impoverished Americans — many of whom end up living in the streets, or, if they are “lucky” in tent cities and Trailers.  This Demographic Impact is merely the beginning.

The crowding of schools, roads, hospitals, emergency rooms and public Transportation Systems is largely a result of MASS immigration, both legal and illegal.

“…[I]mmigration overload has adversely impacted the carrying capacity of many schools … Especially K to 12…

“… 23% of students in public schools Today are from immigrant households … High Immigration States have seen even more dramatic increases … Nevada 35%, New Jersey 34% Texas 31%, …. These examples effectively refute the Open Borders Crowd’s favorite arguments such as, “Population Growth increases GDP which increases Economic Health.”

Our response: Population Growth often increases Aggregate GDP, but always decreases Per Capita GDP, the True Test of a Nation’s “Wealth.”

Therefore, please push your Congressional Representatives hard NOW to:

1.    FULLY FUND THE WALL AND END CATCH AND RELEASE

2.    Implement E-VERIFY

3.    End Anchor Baby BIRTHRIGHT CITIZENSHIP

4.    Eliminate all CHAIN MIGRATION except for spouses & minor children of US citizens

5.    Enact a Zero-Net* ALL-CATEGORIES-INCLUDED MORATORIUM on LEGAL Immigration, which would reduce legal immigration to about 150,000 per year

6.    Outlaw Sanctuary Cities and States, because they are Magnets for criminals

7.    Refuse admission to those convicted of a crime and deport them

1)  This group supports a reduction in Legal immigration to 500,000 and “eventually” to 300,000, which would even if achieved NOT result in sustainability — Immigrant fertility rates have historically been well in excess of replacement level. and that the world's population increases by 80 Million per year the pressure to emigrate to the USA will only intensify, especially if encouraged by the USA's current pro-Mass Immigration policies. In sum enactment of this groups position would result in unending Mass Immigration fueled U.S. population growth.

2) And perhaps MOST IMPORTANT.... COUNTERPRODUCTIVE because it explicitly sanctions unending Mass Immigration, and indeed legitimizes it!!  Thus this and similar groups are Mass Immigration MANAGEMENT Groups and NOT genuine Reduction groups.

3) And in any event pushing that position is COUNTERPRODUCTIVE  because in any Negotiation one should never start with the position where one wants to end up!

Therefore, CCN invites once again all genuine reductionist organizations to Join our Diversity Coalition for an Immigration MORATORIUM ... a Coalition supported by many Immigrants from all Ethnic Groups.

COST CONSEQUENCES OF IMMIGRATION “REFORM” PROPOSALS & HOW TO REDUCE THEM

 

 

ACTION ALERT

CCN’s recent release of its “NET Costs of Legal Immigration Study” (available here on CarryingCapacity.org) showed that the “Annual NET (after subtracting the Taxes Immigrants Pay) cost of Legal Immigration to U.S. Taxpayers is $330 BILLION per year!” That is an average of $758 Million per Year NET for each of the 435 Congressional District.

 

Unfortunately, Major Immigration “Reform” Proposals will not reduce the Legal Immigrant Inflow Much (and some would actually increase it) and therefore, would NOT reduce the staggering $330 Billion per year NET COST to U.S. Taxpayers.

 

Also Most Unfortunate, “More than 5.9 Million American workers have been displaced since 2005 by legal immigrants”.

 

All this is a result of the Annual LEGAL immigrant Inflow of approximately 1.5 Million+ Immigrants per year. And pending H1B “reform” Bills would Worsen the Problem of Displacement and Wage Depression of American Workers.

 

Consider:

“…[T]he Issa bill to “reform” the H-1B work visa has passed committee, …. The Durbin-Grassley bill, … is said to be coming back soon. …[T]he RAISE Act, which would move green card eligibility to a more skills-based policy, has been endorsed by the White House …. How would U.S. citizen/permanent resident tech professionals fare under these proposals?

 

“I will address this question here. … the only appropriate criterion:

 

 “Would the given proposal improve job prospects for Americans?

 

 “Putting RAISE aside for the moment, let’s consider Issa and D-G. Both of these proposals are designed to redistribute H-1B visas, for which there is a far larger demand than supply, from the ‘Infosyses’ to the ‘Intels.’ Did you catch that key word? Redistribute! Neither bill would reduce the number of visas. … Thus neither bill would improve job prospects for Americans.

 

 “Of course, that analysis doesn’t work if you believe that the Intels are angels who are using these programs responsibly. Under that belief, the visas would be used for jobs for which qualified Americans don’t exist, so the foreign workers wouldn’t be hired in lieu of Americans. I’ve presented lots of data demonstrating that this is simply false, and Congress’ own commissioned report, which actually surveyed employers, also showed it to be false. These firms are out to maximize profit, which I have no objection to at all, but it does show that their protestations that ‘We’d love to hire Americans, but sadly there are no Americans available’ can’t be taken at face value.

 

 “In other words, Issa and D-G would bring NO CHANGE for American tech workers. ...

 

 “But it’s even worse than that, due to the industry’s continuing call for Staple a Green Card to Their Diplomas legislation, under which foreign STEM students at U.S. universities would get a fast track green card, … so Staple is basically an Intels proposal.

 

 “The Intels would push for Staple for the simple reason that, again, they want to expand the young labor pool….

 

 “Note that this same dynamic would occur with RAISE. The Intels don’t want to hire a 40-year engineer… .

 

 “Again, all of this would lead to a greatly expanded young tech labor pool. …

 

 “Bottom line: Issa, D-G and RAISE would make things worse for American tech workers. Not better, not neutral, but WORSE. …”

 Thus, under all these proposals, the ongoing Displacement of American Workers would Increase!

 

Note that the Solution CCN and its ASAP! Coalition Allies advocate—an all-categories-included Numerical CAP of 150,000 per year via enactment of a Zero-Net MORATORIUM would largely solve this problem.

 

And what about Costs and Immigration Numbers under Current Amnesty and Ostensible Chain Migration Reductions, and Diversity Visa Elimination Proposals?

 

Consider:

“…an instant amnesty for an estimated 1.8 million "DACA-eligible" illegal aliens. … and make further cuts to chain migration after those currently in line for other categories have been admitted.(emphasis added)

“The bottom line is that these cuts to chain migration would reduce total legal immigration by about 18 percent in the short term, and 33 percent in the long term (after 10 years). However, the huge size of the amnesty means that under this scheme it will take about 15 years for the chain migration cuts to offset the new green cards awarded in the amnesty. In other words, there would be instant deportation relief for 1.8 million illegal aliens, but a very long wait for immigration relief for Americans.

“The spouses of citizens (and their children) will continue to enter in unlimited numbers and the spouses of Lawful Permanent Residents (and their children) will be capped at about 88,000, as under current law.”
“All of the approximately 3.9 million people on the waiting list for chain migration green cards will be offered the opportunity to apply for admission under current numerical limits, plus a few extra (see below). According to the State Department, this will ultimately result in the admission of about 2.5 million new immigrants, as some will decline the opportunity and a few will be found to be ineligible for admission. I estimate that the admission of these applicants would take approximately 10 years under the current numerical limits and quotas….(emphasis added)

“Furthermore, the leading proposals being considered by the Senate create a new non-immigrant residency visa for parents of citizens that will replace the green card category…. And the parents of the "Dreamers" who receive amnesty might become eligible for residency under such a program, thus potentially more than doubling the size of the amnesty. (It has been estimated that Dreamers have an average of 1.6 parents in the U.S.)

“…After 10 years, green card awards would settle to a number that is about 33 percent lower than current levels, or about 775,000 per year.”

In sum, the White House and Durbin-Graham proposals would continue and not substantially reduce Legal Immigration Numbers and thus would continue the approximate $330 Billion Annual Net Costs.

 

Most Important SOLUTION: Pushing a Zero-Net MORATORIUM (which would allow Immigration of about 150,000 per year, to equal out-migration) maximizes our Political clout to ensure our borders are protected and maximizes the chances of achieving reductions in legal and illegal immigration.

 

Let us say it plainly, refusing to push for a Zero-Net MORATORIUM (as the Mass Immigration Management Groups refuse to do) and for preservation of Western Culture as the First Priorities amounts to giving permission for the continuing Mass Immigration Tidal Wave and National Deconstruction and the continued Displacement and Wage Depression of American Workers!

 

Ann Coulter is correct—anything less than a MORATORIUM on Legal Immigration will consign the America we have known to Oblivion.
